He served as Minister for Foreign Affairs for nine years, and was in charge of diplomacy for 26 years. He was a decision maker, a commander, and a practitioner. Premier Zhou had visited Hong Kong three times; he left his footprints in Central, Sheung Wan and Kowloon. The Premier always cared about his Hong Kong friends. The historical process of Hong Kong’s return reflects his farsightedness. Today, we can comfort him, that Hong Kong has successfully returned to China. “One country, two systems” has changed from a scientific concept to a practical reality. Chinahas made great strides in diplomacy, and its international status has risen as never before. Its international influence and appeal have been further enhanced. The Chinese nation is experiencing a historical leap — from standing up, to becoming rich and strong.
